Since I moved to the US, I don’t how many times people wondered aloud what I was doing in New Jersey of all places when France and Paris above all are so romantic.
So if you are about to ask her to marry you why not Propose in Paris and do it on Valentine’s Day (in France, La St Valentin).
There are actually a couple of services that can help you plan the occasion.
I was contacted recently by Nicolas Garreau who founded (in 2005) ApoteoSurprise.
His company helps you set the stage by like in a good song coming up with a scenario, be it in Montmartre, in a Bateau Mouche on the Seine, at wax museum Musee Grevin, at the Eiffel Tower or many other ways.

Funny enough as I found, there is another option for English Speakers named Propose in Paris.
Run by Anne Mulvihill, an American in Paris, it is an extension of Fete in France offering event planning for foreigners in France which she also founded.
I fell for the elegant (and mostly black and white) pages of Propose in Paris.
Could not find any price info. Their approach seems to be designing the event around your budget.
